Yes we can use the dua hafidhahullah for any Muslim and it is not just for the scholars of Islam. Hafidhahullah is a dua (prayer) meaning “may God keep him safe/protected,” and this meaning applies to others too while at the same time there is no text of Quran or of Hadith nor a sound analogy (Qiyas) of the texts that limits this to the Scholars. So it will be permissible for every Muslim, ie since they all believe Allah is One to safeguard them.
